Welcome to the 2025 Legislative Session

As the Washington State Legislature convenes for the 2025 session, lawmakers face significant opportunities and challenges.

The state has enjoyed robust, long-term economic performance for more than a decade, ranking as the national leader in GDP growth and a top state for job growth. Washington’s economic outlook remains promising, with job growth expected across multiple sectors in the coming decade. However, fully realizing our state’s potential requires prudent fiscal management and progress in key areas.

For the first time in more than a decade, the state faces a budget crisis, one of its own making. State lawmakers increased spending by 15.8% in the 2023-25 biennium, far outpacing revenue growth of 3.5%. As a result, the state has a projected multibillion-dollar budget deficit. The use of reserves for ongoing spending further complicates the fiscal outlook, leaving the legislature with few resources. The critical task ahead requires realigning spending within available revenues while avoiding actions that would hinder economic growth.

Through prudent and decisive action in 2025, lawmakers can secure a future that benefits every Washington region and resident. Read more in our 2025 Policy Agenda.
